This post is subject to a 12-month probationary period. The role This newly created role presents an exciting opportunity to join the Mathematical Institute, a thriving academic department with an outstanding reputation for its teaching and research. As Finance Officer, you will be responsible for leading the Accounts Payable, Expenses and Receivable functions of the department, including the management of two Finance Assistants. You will report to the Deputy Finance Manager. In this varied and challenging role you will ensure the smooth running of both the purchase ledger and sales ledger. Overall, you will:    have responsibility for the prioritisation and coordination of work, ensuring that the team are performing consistently, University guidance is followed and that work is completed in an accurate and timely manner; drive excellence within the team, leading by example and demonstrating a high level of motivation and professionalism; and promote a process improvement environment and encourage a positive and collaborative environment where best practice is shared and new suggestions and ideas are welcomed. Responsibilities General:  Oversee the daily operational activities of the AP/AR team (two Finance Assistants), ensuring orders, invoices, expenses and payments are correctly coded, University purchasing procedures are followed, and relevant reconciliation and reporting is undertaken.  Line manage the Finance Assistants.  Responsible for the management of the Purchasing inbox including monitoring, coordinating and allocating tasks and requests to Finance Assistants.  Advise the department on the most appropriate method of purchasing and procurement to ensure adherence to departmental and University policy and procedures.  Develop and maintain departmental AP/AR processes through continuous improvement and following best practice.  Act as the first point of contact and support for general finance queries for Finance Assistants, the department and suppliers, escalating anomalies and complex issues to the Deputy Finance Manager (General Ledger) or Finance Manager. Purchase Ledger:  Coordinate and/or prepare orders using Oracle Financials including raising purchase requisitions and generating purchase orders.  Coordinate and/or process invoices in the Oracle financial system and deal with anomalies, escalating complex queries to the Deputy Finance Manager. 2  Coordinate /set up new suppliers and amend existing ones on Oracle financial system through via University Finance team Expenses:  Quality Assurance of processes to ensure that internal and external expense claims received via eExpenses comply as necessary, for example: o the correct receipts and supporting documentation are attached to each claim o the expenses being claimed for are bona fide expenses as described in the University’s expenses policy and financial regulations and research project sponsor’s terms and conditions o the claims are coded to the appropriate cost centre or research projects and cost categories.  Following up with claimants, offering advice and support where necessary and taking the appropriate actions to resolve claims Sales Ledger:  Coordinate/raise ad-hoc internal and external sales invoices to customers.  Review the aged debtor’s report and take appropriate actions on a regular basis to ensure invoice due is collected in a timely manner. Reporting:  Prepare, review, and monitor the Purchasing dashboard on a regular basis (open purchase order and invoices on hold report), taking action where appropriate. This includes following up with Finance Assistants, offering advice and support where necessary, taking the appropriate actions to ensure that Oracle is up to date, and providing a status update to the Deputy Finance Manager.  Ensure that appropriate records are kept in respect of the departmental credit cards and that returns and reconciliations are processed according to the University’s timetable. Travel:  Be responsible for and coordinate departmental travel requests, including raising POs and matching to the on-line travel portal or email requests, and confirming to the University’s preferred supplier for travel, ensuring that the correct authorisations are received.  Act as the main contact for all Key Travel business for the department, maintaining effective relationships with key contacts, managing user access to the online booking system, and working with the Finance Assistants to ensure timely requisitions and payments.  Act as the lead departmental user for the University travel insurance system, checking and submitting applications for approval for members travelling on University business. Liaise with the University Insurance Team to resolve claims and associated payments. Other:  Set up student bursary recurring payments and payment requests for those where a recurring payment cannot be set up in conjunction with the Student Funding Officer. 3  Manage the online store for the department, undertaking setup of all items on the store, providing reporting, and answering queries and arranging refunds as necessary.  Prepare and enter journals into Oracle financials when required.  Assist the Deputy Finance Manager with transaction/management reports and taking corrective action where necessary.  Any other duties that may be required from time to time as determined by the Head of Administration and Finance or the Deputy Finance Manager.
