The role The Blavatnik School of Government is looking for a highly skilled and experienced Project Officer to support a major £30m six-year global research and policy initiative, the What Works Hub for Global Education. The What Works Hub on Global Education (the Hub) aims to dramatically improve learning outcomes for children in developing countries by generating new evidence on the “implementation science” of delivering what works at scale, with governments, and across contexts. The Hub will also work with policymakers and NGOs directly to ensure evidence is translated into improved learning outcomes in practice. It is a unique collaboration of excellent and highly committed academics; low- and middle-income country governments; grassroots organisations who deliver education and advocate for change; and with strategic partners from the international education community, from UN agencies to the World Bank. We will also work very closely with our anchor funder: the UK’s Foreign, Commonwealth and Development Office. Reporting to the Senior Programme Manager, the postholder will manage day-to-day financial and administrative activities of the What Works Hub for Global Education in accordance with University and other relevant financial and funder requirements. They will support a varied workload, including coordination of meetings and follow up actions, monitoring and managing project spend, support collation of key monthly and quarterly reporting data, tracking overall progress against agreed work plans and contractual deliverables, and progressing contracting for collaborators and consultants among other activities as relevant to the operational management of the Programme. The successful candidate will be educated to undergraduate level with a flexible can do approach to work, self-motivation, resilience and a willingness to adapt to the changing needs and priorities of the Programme with experience working on large or complex donorfunded Programmes involving multiple internal and external stakeholders. You should be comfortable and excited to work autonomously in a fast-paced environment, managing competing demands with enthusiasm, and coordinating senior stakeholders to achieve objectives. You should have excellent problem-solving, communication, team-work and numeracy skills, and be confident dealing with financial data. A passion and interest in the areas of education, international development, public policy and/or economics is strongly encouraged as you engage with the Programme objectives. Flexible working Where it is operationally possible, the School’s flexible working policy provides individuals the opportunity to work remotely for up to 40% of their working hours (which translates to two days per week for full-time positions). Responsibilities Project administration • • • • • • • • Act as first point of contact for the Programme for a wide range of stakeholders, providing information and/or guidance as able. This will include responding to general public enquiries, communicating directly with academic leads, the Senior Programme Manager and School colleagues as well as with collaborators, external partners, donors, and stakeholders internationally. Be responsible for planning and implementation of Programme activities. This includes but not limited to - the logistical arrangements for international travel of the team members, contracting of collaborators and consultants, and developing and maintaining the Programme work plan and related documents (risk register, delivery chain reporting, KPI assessment); Actively track milestones and deliverables of the Programme, ensuring these are completed on time and to agreed scope. Hold regular discussion with technical delivery leads, flagging risks and identifying mitigations or resolutions as necessary. Responsible for delivery of the administrative arrangements for training, workshops, meetings and events, compiling agendas and drafting minutes to a high quality, ensuring actions are tracked and followed up; Manage administrative procedures, reviewing on a regular basis to suggest improvements as appropriate, and provide guidance and support to ensure these are adhered to across the Programme; Respond to queries from donors as requested, providing timely and quality responses in a professional manner; Be responsible for compiling relevant and accurate information (narrative, financial, MEL) for monthly and quarterly reports and programme-related documents for funders; Support drafting of narrative proposal documentation for new awards or funding opportunities, as necessary. October 2024 2 • • • • • Support the MEL manager to conduct quarterly learning reviews with sub-contracted partners for monitoring, evaluation and learning processes for the Programme, documenting key insights and identifying opportunities or risks. Coordinate and deliver the administrative processes for Programme quality assurance of deliverables, including liaison with senior internal and external academics and delivery partners; In coordination with School colleagues, ensure smooth on boarding of new team members. Review and update Programme on boarding materials, as required. Maintain key documents on the Programme SharePoint sites and ensure necessary documentation is in place for auditing and compliance purposes; Lead on any other duties as deemed appropriate by the Senior Programme Manager/Leadership Team that are commensurate with the grade of this role. Finance administration • • • • • • • • Manage and monitor the Programme’s expenditure and production of financial forecasts and proactively anticipate or flag inconsistencies with the Finance Manager and Senior Programme Manager, including financial reporting and forecasting for School and collaborators and contracted partners; Ensure all financial transactions are carried out accurately and promptly in accordance with the University and external financial regulations, and ensure complete, accurate records of transactions are maintained. Assist with information gathering for project-related budgets, forecasts and variance analysis. Support key reporting to validate the Department’s accounts, arranging corrections as necessary (invoices, asset management); Produce, as necessary, application/award costings in the X5 and/or IRAMS online platforms, as well as in any other costing systems; Following up with stakeholders and the payments team to ensure payments are made in a timely manner. Lead in set up and processing of related consultancy and collaborative contracts; Coordinate annual budgeting and forecasting process for FCDO, leading data collection and quality assurance for the School and sub-contracted partners. Collaborate with any internal and/or external auditors.
