The Blavatnik School of Government is one of the newest departments at the University of Oxford. We are rapidly growing and are seeking a Research Finance & Administrative Officer to support the activities of the School. The role of the Research Finance & Administrative Officer at the School will be a key position within the Finance and Research support team. The post holder will be the main point of contact for the team’s day-to-day contracting and support financial and administrative transactions, including purchasing and payments. They will maintain appropriate records of finance and administrative documents to ensure that they are efficiently processed and accurately recorded, in line with the University of Oxford’s and the research funders’ financial controls. They should also be aware of, and follow, the University’s financial regulations, interpreting these and implementing changes to procedures, as well as advising how these should be put into place in the School, with a view to ensuring that suitable financial and administrative controls operate where necessary. Blavatnik School of Government, University of Oxford 1 Responsibilities Post award administration: • Ensure new awards are set up correctly and send introductory e-mails to PIs (Principal Investigators) notifying them of key information such as funder guidance and reporting schedules. • Prepare RPF forms (research administration forms) to facilitate post award budget changes and/or task amendments. • Manage the end-to-end process of a small portfolio of research awards working directly with PIs and Project Officers to ensure all invoicing, reconciliation, reporting, mapping to funder templates and audit requirements are fulfilled. • Monitor the School's project portfolio expenditure for University and funder compliance, including issuing monthly report to relevant project stakeholder (PIs and Project Officers). • Lead in set-up and processing of consultancy and service agreements and support collaborative contracts. • Lead on administration of contract amendments and all administrative duties involved to deliver these. • Create application/award & Date Change costings in the X5 costing platform, as well as in any other costing systems and provide funder portal support where required. • Advise and support research staff on the school's financial and administrative procedures. • If required, support projects in organisation of events as required, including arranging logistics and travel. General Finance and administration: • Support coordination of the purchase to pay process, including such things as setting up suppliers, raising purchasing orders and receipting invoices in Oracle. Ensure University and funder procedures are followed, particularly tendering requirements. • Assist with the administration of financial expenditure including reviewing expense claims, payment request forms and processing journals and transfers, including the monthly catering recharges. • Reconciliation of the School's credit cards on a monthly basis, ensuring that expenditure corresponds to the University's Financial Regulations. • Manage the School's research e-mail account, support the School's finance e- mail account and act as the first point of contact for research administration queries. Blavatnik School of Government, University of Oxford 2 • Ensure electronic and hard copy financial and administrative records are wellmaintained and in compliance with Funder and University requirements. • Assist in the year-end close-out processes. • Provide information to assist with departmental budgets, forecasts and variance analysis. • Support the continuous improvement of departmental finance and administrative procedures; suggest improvements and facilitate their communication and implementation. • Undertake other finance and administrative tasks as required for the role. Selection Criteria Essential 1. Experience in financial administration within an academic, public sector, or researchfocused environment. 2. High levels of accuracy and attention to detail when inputting data, reviewing complex documentation and providing information. 3. High level of numeracy, and confidence dealing with both financial data and written documentation. 4. A systematic, thorough, and well-organised approach to work with evidence of the ability to work to deadlines with minimal supervision. 5. An adaptable and proactive approach to work, within a supportive and wellstructured environment. 6. Strong problem-solving skills. 7. A demonstrable ability to communicate professionally, confidentially, tactfully and effectively to a high standard in writing as well as orally. 8. Excellent IT skills including experience in the use of the Microsoft Office Suite, particularly Outlook, Word and Excel. 9. Previous experience of working in a finance and/or administrative role. Desirable 1. Previous experience of Oracle Financials and SAP concur. 2.
