"""_____________________________________________________________________________________________ BLAVATNIK SCHOOL OF GOVERNMENT Summary Job title Research and Policy Officer (What Works Hub on Global Education) Division Social Sciences Department Blavatnik School of Government Location Radcliffe Observatory Quarter, Woodstock Road, Oxford, OX2 6GG Grade and salary Grade 6: £31,502 – £37,386 per annum, dependent on experience Hours Full-time Contract type Fixed term for 12 months, with expectations of extending pending continued funding. Reporting to Head of Evidence Translation Vacancy reference 170161 Additional information The closing date for this post is 12 noon (UK time) on Monday 5 February 2024. The role The Blavatnik School of Government is looking for an enthusiastic, professional, highly organised Research and Policy Officer to work in this fast-paced and varied role at the heart of a new £30m six-year global research and policy initiative. The What Works Hub on Global Education (WWHGE) aims to dramatically improve learning outcomes for children in developing countries by generating new evidence and working with policymakers and NGOs to deliver quality education at scale. It is an unusual collaboration of excellent and highly committed academics; developing country governments who are keen to champion improvements domestically; grassroots organisations who both deliver education and advocate for change; and the international education community. The role will support evidence translation and partnership and policy engagement. This will involve representing the WWHGE in external partners meetings, workshops, and conferences; developing substantive tools for communicating about the WWHGE core research and work streams (such as standardized PowerPoint decks, etc.); and contributing to research and policy analysis and co-authoring policy papers and briefs. This role will also support the launch of two new research funds, being funded by the Bill & Melinda Gates Foundation, focused on improving foundational learning at scale. The role involves a mix of engagement, writing, and management responsibilities. While the role is for an initial one-year fixed term, we expect additional funding will enable the extension of the role. As the WWHGE is a new research programme, the Research and Policy Officer will be expected to be flexible and adaptable – with a core set of responsibilities - but also able to turn their hand to other aspects as we build the team and kick-start the work. The role will be fast paced and entail working with partners around the world (with some travel) as well as a team based in Oxford. You will be educated to the graduate level, with at least some knowledge of and experience in the international education sector. You will have strong organisational skills, strong writing skills, and strong relationship management and engagement skills. You will also have a flexible, can-do approach to work, self-motivation, and willingness to adapt to the changing needs and priorities of the program. This is an excellent opportunity to work with a very ambitious and welcoming team, where professional excellence is valued, and where you will have opportunities to build your technical and management skills. Responsibilities • • • • • • • • Manage internal and external WWHGE partnerships and represent the WWHGE at external-facing meetings, workshops, conferences and events. Work with senior colleagues and the communications team to develop and adapt substantive communications tools about WWHGE research and work streams. With senior colleagues, conceptualize two research funds focused on improving foundational learning at scale and collaborate with operational colleagues to ensure smooth implementation of the funds. Contribute to research and policy synthesis. Contribute to and co-author written policy outputs (such as policy papers, briefs, case studies, blogs, etc.) Respond to requests for rapid synthesis outputs (such as short research or policy summaries and other materials). Contribute to conceptualization of wider programme projects and objectives, including ideas for new research and policy projects. Undertake other partnership, engagement, policy, and synthesis tasks as appropriate. This role will involve some international travel, such as for field visits, conferences, etc. 2 Selection criteria Essential selection criteria • • • • • • Hold a Master’s degree in a relevant topic, together with some relevant work experience. Possess sufficient specialist knowledge of the international education/international development sector to collaborate with established partners and research programmes. Excellent written and verbal communication skills, including a demonstrated record of good, clear writing for a non-expert audience; and interpersonal skills to represent the WWH at external and internal meetings. Experience of writing policy briefs, or otherwise synthesising complex concepts. Ability to manage own responsibilities and activities. Experience of contributing to research or policy publications. Desirable selection criteria • • • • • Strong network of individuals and organizations in the global education sector. Experience of working in a research or policy team and contributing ideas for new projects. Initiative and creativity to find solutions and turn conceptual discussions into concrete actions. Project management experience, or experience in delivering a complex product (such as an event, a paper, a research project) that required coordinating input from many people. Experience of working in a developing country. Pre-employment screening Standard checks If you are offered the post, the offer will be subject to standard pre-employment checks. You will be asked to provide: proof of your right-to-work in the UK; proof of your identity; and (if we haven’t done so already) we will contact the referees you have nominated.
