Graduate Admissions and Recruitment supports the collegiate University in all activities related to the recruitment and admission of graduate students, facilitating the recruitment and retention of the most academically-able applicants and delivering ground-breaking graduate access initiatives to support equity and diversity.

 

We are looking for a committed and experienced project manager on a 5-year fixed-term basis. This is a pivotal role with responsibilities for the development and delivery of innovative and ground-breaking access and widening participation strategies and initiatives in graduate study. As this is an emerging area of interest for the collegiate University, this is an exciting time to be involved in these projects.

About the Role

 

The post-holder will be responsible for two key workstreams. The first will be the expert management and delivery of our Close the Gap project, partly funded by the Office for Students and Research England and run jointly with the University of Cambridge. The project aims to improve access to postgraduate research for ethnically minoritised students, and to propose and test alternatives for the selection of research students. The post holder will also line-manage the Project Communications Officer (Grade 7), and oversee the internal and external communications strategy and plan for the project. The project is in its third year and will run until December 2025.

 

The second workstream will be Oxford-specific, and will include the development and management of some of Oxford’s initiatives in graduate access and widening participation, ensuring alignment with the Close the Gap project where appropriate. The post-holder will also play a critical role in establishing and delivering a Graduate Recruitment and Access Strategy and action plan, supporting the vision and aims of the collegiate University in this area.

This would be an excellent opportunity for candidates who have a genuine interest in, and commitment to, access and widening participation work, and who can demonstrate excellent organisational skills with day-to-day project management experience on large or multi-stakeholder projects.

 

We will also expect the post-holder to have experience in shaping and delivering strategies and new activity, as well as engaging and influencing stakeholders to ensure successful delivery of agreed initiatives.

The role This pivotal role has been created in the first instance to help to manage the successful delivery of a 4-year collaboration project between the Universities of Cambridge and Oxford, partly funded by the Office for Students (OfS) and Research England (RE), designed to improve access to postgraduate research degrees for Black, Asian, and Minority Ethnic students. This is an innovative and exciting project that aims to disrupt the traditional selection practices used to admit research students, and to propose and test alternative prototypes for student selection with volunteer academic departments. More broadly, the post-holder will take a leading role in setting University strategies and implementation plans in graduate access, drawing in part on the learning from the project. The post-holder will manage and embed within the University some of Oxford’s sector-leading initiatives in this area of work. It is expected that the post-holder will spend half of their time overall on the OfS/RE project until its completion, and the other half on associated Oxford-specific initiatives, with the week-by-week distribution of work depending on project priorities. Once the project is completed, the post-holder will continue to work on embedding initiatives within the University, and will play a central role in delivering the University’s student recruitment and access strategy that is currently being discussed. Graduate access and WP is a strategic priority for the University and is a fast-developing field of expertise in the UK postgraduate (PG) sector. This is strongly a hands-on project co-ordination role – the post-holder will need to be proactive, detailed, and flexible in their approach, and very organised – but there is additionally a real opportunity to shape the PG access and WP agenda, as you bring your professional expertise into dialogue with senior academics, a multi-disciplinary project team, and colleagues in other universities. The post-holder will be responsible for two key workstreams. The first is the day-to-day project management of one of Oxford’s flagship PG WP projects: the OfS/RE-funded collaboration with the University of Cambridge, to develop and test best practice in inclusive recruitment of research students from underrepresented ethnic groups. The post-holder will also have responsibility for developing and implementing an internal and external project communications strategy with the Communications Officer (Grade 7), whom they will line-manage. The second workstream, which is Oxford-specific, is the development and management of strategies, policies and initiatives that support access and WP in graduate admissions. In relation to the first workstream, a corresponding role has been created at the University of Cambridge. Both post-holders will work very closely and collaboratively to ensure an efficient and timely delivery of the OfS/RE project, working as part of a core Project Management team (the Project Delivery Group – PDG), comprising 4-5 members in each University including postgraduate students. Alongside the two Project Manager, two Postdoctoral Project Associate posts have been created, one in each institution’s Faculty of Education, to deliver the core research-and-test elements of the project. The Project Coordinator will support these Project Associates both by driving forward the day-to-day practical elements of the project, but also by delivering WP practitioner expertise and insight to complement other key academic and administrative perspectives in the project team. The post-holder will regularly draw together a number of additional specialist groups across the project (including the Project’s Advisory Board, departments undertaking project pilots, Student Panels, and external specialists), and will have considerable autonomy and substantial responsibility to keep the project on track. The duration of the post matches the duration of the OfS/RE project which starts in January 2022 and ends in December 2025. The second workstream will relate solely to University of Oxford strategies, policies and initiatives, but it is expected that learning from each workstream will inform the other. The post-holder will take a leading role in drafting and seeking approval for a University-wide graduate recruitment and access strategy and implementation plan. The post-holder will also ensure that project work is aligned with the initiatives and strategies developed by the Selection Procedure Working Group that steers interventions for fairer admissions and inclusive practices; they will also support the work of the Academic Futures programme, ensuring that approaches to admissions prepare the ground for delivering the vision and aims for the Academic Futures scholarship programme. They will also coordinate and help to shape a new PG WP student internship programme that will deliver student-led WP initiatives to complement the OfS/RE project. The post-holder may also propose and develop other fresh and innovative PG access and WP initiatives (e.g. a mentoring scheme). The post-holder will be line-managed by the Director of Graduate Admissions and Recruitment, and will be integrated in the Graduate Student Recruitment Team of the Graduate Admissions and Recruitment Office (GAR), composed of about 25 staff members. They will also work very closely with the Student Fees and Funding team, particularly in the area of Academic Futures. The post-holder will work with a wide range of internal and external stakeholders and partners (including academics, students, departments, colleges, external consultants and the Office for Students), and good communication and coordination will be key to success. Using appropriate national and institutional data and their own expertise, they will need to influence parties to come to shared agreement on activities and next steps, and maintain momentum for the project for the duration of the OfS contract. They will review existing local (eg department-based) PG access and WP activity and plans, assess their relevance and strategic alignment with University plans and priorities, and suggest improvements in line with best practice in the University, the PG sector, and beyond. The post-holder will need to be flexible and collaborative, deal effectively with change, be experienced in formulating and delivering strategy, and be able to deliver work to strict deadlines and to a high standard. They will also need to have highly developed problem-solving and analytical skills, in addition to excellent communication skills. The post-holder may need to travel on occasion for meetings and events. 172366 Project Manager JD 2 This would be an excellent opportunity for candidates with a combination of demonstrable relevant day-to-day project management experience on large or multi-stakeholder projects (ideally within the HE sector), very flexible communication skills, and a genuine interest in and commitment to access and widening participation to work within an exciting multidisciplinary team to drive forward real change for underrepresented groups in postgraduate study. This is a great opportunity for the post-holder to become an early specialist in this dynamic and fast-changing field. Responsibilities Day-to-day management of the OfS/RE collaboration project 1. 2. 3. 4. 5. 6. Developing and delivering an external and internal communications strategy and implementation plan, working with the Communications Officer. This will include agreeing key messages in a sensitive and delicate area of work, raising awareness and communicating effectively the goals and drivers for the project, and influencing academic departments to participate and contribute. Line-managing the Project Communications Officer (Grade 7), including setting objectives, reviewing performance and conducting Professional Development Reviews (PDRs). The post-holder will also provide expert guidance and training to the Communications Officer. Managing and driving delivery of project activity, timings and budget (liaising with the Cambridge Project Coordinator). This will include: steering the Oxford part of the project schedule; delivering or coordinating agreed activity; liaising with project staff to ensure all milestones are met; and managing and tracking day to day budget spend (in line with University financial regulations). In alternation with Cambridge, the postholder will chair the Project Delivery Group, setting agendas, steering and moderating discussions, and recording actions and key discussion points. At this stage in the project, the post-holder will particularly be focussed on bringing the project to a successful completion. Steering the project network from the Oxford side. This will involve building relationships with, and regular proactive contact with, a wide range of stakeholders, including those involved in the project governance, the pilot departments, and a small number of external partners. The post-holder will chair the Oxford research team meetings, driving agendas and discussions. Accountable and proactive administration of all aspects of the project (liaising with the Cambridge Project Coordinator). This will include servicing meetings (scheduling, planning, practical arrangements, minuting); producing project documentation; organising an annual knowledge exchange event/conference; reporting (preparing and/or synthesising annual and other required interim reports); evaluation (paperwork); being the project lead on safeguarding procedures and GDPR and secure document storage; curating the Oxford contents of the project website (updating, preparation or proofing of copy). Providing WP practitioner expertise to the project. This will include proactively delivering a WP practitioner perspective in the design of key elements throughout the project, complementing the more academic lens of the Postdoctoral Project Associates; consulting with the two Postdoctoral Project Associates in the collection, collation, and analysis of project data; proactively building networks with colleagues in other HEIs for knowledge exchange and sharing of best practice. Oxford-specific PG access and WP initiatives 7. 8. Taking a leading role in developing and implementing a University-wide graduate student recruitment and access strategy and implementation plan, seeking approval from relevant committees and senior stakeholders. This will include analysing consultation outcomes and drafting a strategy for approval. Shaping the University’s access initiative and strategies to support fairer admissions developed by the Selection Procedure Working Group, ensuring the project and the initiatives are well aligned.. Coordinating and contributing to the development of a new Oxford graduate student internship programme to deliver student-led PG access and WP initiatives and interventions. This will include organising the programme and coordinating activity with students, academic departments, colleges; advising on access and WP; supporting the programme steering group; keeping track of financials; and contributing to the programme evaluation. Working very closely with academic departments to embed access initiatives, particularly contextual admissions, to ensure that admissions processes support the vision and aims of the Academic Futures programme, and working with Student Fees and Funding to align contextual approaches to both admissions and scholarship assessment practices. Using insights and learnings from the OfS/RE project and the pilot on selection procedures to provide advice on the selection procedures for the UNIQ+ programme that support access to graduate study by providing research internships to underrepresented and disadvantaged students. The first will be the expert management and delivery of our Close the Gap project, partly funded by the Office for Students and Research England and run jointly with the University of Cambridge. The project aims to improve access to postgraduate research for ethnically minoritised students, and to propose and test alternatives for the selection of research students. The post holder will also line-manage the Project Communications Officer (Grade 7), and oversee the internal and external communications strategy and plan for the project. The project is in its third year and will run until December 2025. The second workstream will be Oxford-specific, and will include the development and management of some of Oxford’s initiatives in graduate access and widening participation, ensuring alignment with the Close the Gap project where appropriate.
