This is a responsible position which offers the opportunity to be involved at the centre of the Undergraduate Admissions and Outreach department (UAO) in a busy and challenging environment. The Policy Adviser will provide first-class policy advice and support to the Senior Head of Policy, the UAO Director and senior leadership team of UAO. The UAO Policy team is made up of two Policy Advisers, one Policy Administrator, one Policy Assistant, and the Senior Head of Policy. Due to the central nature of UAO Policy, working across outreach and admissions, the post holder will work very closely with other UAO colleagues to progress work.

 

The post holder will be required to service UAO related committees in particular Admissions Executive Committee (AdEx) and Admissions Committee (AdCom), and their related working groups, by producing high quality and coherent policy papers and by representing UAO on these committees and groups when required. The post holder will also play a pivotal role in the organisation of work required to fulfil the annual reporting commitments to external bodies including the Office for Students (OfS).

 

The successful candidate will be an experienced individual able to work effectively with stakeholders across the collegiate University supporting policy development and implementation through clear communication, guidance and advice.

Responsibilities 1. Responsible for producing high quality policy papers on undergraduate admissions and access for AdEx, AdCom, and other University committees for approval by the Director of UAO. 2. Responsible for servicing, as required, a number of working groups and supplementary meetings of AdEx. This includes;  Production of papers.  Effective delivery of meetings including advising on discussion items during these meetings, production of agendas and research to aid discussion and support the Director of UAO.  Ensure that all required objectives are met within the scheduled timeframe.  Effective and timely delivery of outcomes from the committees. 3. Communicating clearly and effectively with key stakeholders in the collegiate University, including senior staff in colleges, departments and divisions to disseminate and advise on key messages regarding policy. 4. Identifying, sourcing, and providing the necessary background information on policy issues to support the work of the Senior Head of Policy, as well as the Director of UAO and her senior team, including working with and manipulating data. 5. Sustain, alongside the Senior Head of Policy, the University’s annual reporting responsibilities to external organisations, for example any sector regulator. 6. Represent the University, as required, in discussions relating to access and admissions internally (Outreach Forum, Admissions Officers, and Divisional Officers meetings), and with external bodies, such as the OfS, the Russell Group, and UCAS. 7. Produce comprehensive briefings as required, ensuring that the papers or information produced is relayed in a way that is appropriate to the target audience. 8. Responsible for the coordination of responses to freedom of information (FOI) requests relating to undergraduate admissions and outreach, admissions appeals and complaints and any other policy related work as directed by the Senior Head of Policy or the Director of UAO. 9. To support the Senior Head of Policy in the development and delivery of policy on undergraduate admissions and access. 10. To acquire an understanding of the educational provision and administrative processes relating to undergraduate students within the University, and wider sector, from admission to examination, and to ensure that the University’s policies adequately support these. 11. Any other duties as commensurate with the grade of the post required by the Senior Head of Policy. Selection criteria Essential selection criteria 1. Educated to degree level, hold a first degree or equivalent. 2. Good knowledge of current issues within higher education, including knowledge in the field of admissions, fair access, widening participation and the student cycle in Higher Education. 2 3. Experience of servicing committees and working groups to ensure that these take place efficiently and effectively, including providing clear and accurate minutes and actions in a timely manner. 4. Superior report-writing skills, with the ability to communicate effectively with a wide range of internal and external stakeholders. 5. Experience of providing policy research briefings and analysis to senior staff. 6. Strong administrative experience and organisational skills, including the ability to work to multiple deadlines and prioritise own workload. 7. Excellent interpersonal skills, to be able to liaise with contacts at all levels and influence and motivate others. 8. Tact, discretion, and a high degree of political sensitivity. 9. Energy and commitment to the work, and flexibility in dealing with changing priorities. 10. A high degree of numeracy, including familiarity with analysing and interpreting statistical data. Undergraduate Admissions and Outreach The Undergraduate Admissions and Outreach department (UAO) provides a stimulating and challenging working environment in one of the most strategically important areas of higher education administration, working with colleagues throughout the University and in other institutions; with potential applicants in the UK and overseas; and with parents and advisers. Our work is varied and can be broadly divided into four areas: the admissions process and policy development, student recruitment, course information and guidance, and access and widening participation. UAO oversees admissions to the Colleges for undergraduate courses and is the contact between the University of Oxford and UCAS. We provide guidance for Oxford colleges and centrally co-ordinate the admissions process. We also co-ordinate interviews for overseas applicants in a number of international locations. We provide data and management information on admissions and recruitment and support training courses on admissions-related matters. A key role of UAO is to provide a central schools and colleges liaison service for the University and Colleges in order to ensure a strong recruitment strategy across the UK, Europe and Internationally. Activities include school and college visits, higher education fairs, student conferences, open days, and a wide variety of teacher events. We deal with thousands of young people every year and our teams travel throughout the UK and beyond. UAO coordinates and delivers Oxford’s undergraduate outreach with young people across the UK, contributing to a variety of projects with differing scope and scale.
