Contract type Permanent Reporting to Finance Manager (Mr Tony Nobes) Vacancy reference 174291 The Role Overview of the role Manage day-to-day purchasing activities in accordance with University financial controls. To assist the Finance Manager in finance processes and reporting and to take part in the Professional Services Team’s shared responsibility for reception and enabling academic and research staff to carry out their functions effectively. Responsibilities Financial • Provide the lead in processing and authorising purchase orders for the department using the Oracle Financials system. • Provide guidance and support to Oracle shoppers across the department. • Supervise other members of the Finance Team in processing purchase orders for the department using the Oracle Financials system, ensuring that all the financial transactions are carried out in accordance with the University and external financial regulations. • Supervise the checking of deliveries, delivery notes and the input of delivery data using Oracle Financials. • Verify and process invoices as part of the Finance Team using Oracle Financials, contacting suppliers to address queries and make appropriate corrections. • Investigating and responding to all external Order/Purchase/Invoice queries from suppliers and departments by providing advice on financial procedures and policies. • Investigating and responding to all internal Order/Purchase/Invoice queries using the Asana work management platform and providing advice on financial procedures and policies. • Verify spending limits for staff on grants and cost centres. • Provide advice and information to members of staff when selecting suppliers. Maintain good working relationships with key suppliers and the University Central Purchasing and Payment Departments. • Manage the financial aspects of departmental equipment, such as photocopiers, checking and paying all the associated payable Invoices while gathering and managing the data to apportion costs accurately across the department. • For all purchasing, ensure that expenditure is appropriate and complies with University financial regulations. 2 • Lead with the month-end and year-end procedures regarding the Purchase to Pay process, including accrual and debtor information, while assisting the Finance Manager as required. • Contribute to the development and implementation of departmental financial procedures regarding the purchase-to-pay process, ensuring that all financial transactions are carried out in accordance with the University and external financial regulations. • Respond to requests for information from Central Finance and submit returns when approved by the Head of Administration and Finance / Finance Manager. • Provide information and reports to the Head of Administration and Finance and Finance Manager and assist the Finance Manager with running and distributing financial reports as required. • Assist the Finance Manager with claiming income on behalf of the department including raising and distributing Accounts Receivables invoices. • Gather, manipulate and present data on annual budgets and forecasting when required to the Finance Manager. • Investigate problems or discrepancies and be proactive in resolving issues where possible, referring to the Finance Manager with suggested solutions where necessary. • Provide finance inductions for new staff members. General Administrative • Provide cover for other members of the Professional Services Team, as required. • Ability to undertake all financial and non-financial processes to ensure continuity in the absence of other staff members within the Administrative office. • Co-ordinate bookings for the Anne Anderson Lecture Theatre and the Windrush Room, ensuring that facilities are well maintained and act as first point of contact for users in collaboration with other members of the Professional Services Team. • Deal with all general enquiries from couriers, general public, staff and visitors to the department. • Maintain departmental office stationery supplies. • Ensure all post and documentation is sent out in a timely fashion, including booking couriers, e.g., for transport of valuable samples. • Manage the departmental photocopier. • Provide advice and guidance to all staff and students, only referring to the Finance Manager when the complexity of the matter necessitates this. 3 • Manage the departmental and communal printers, including coordinating servicing, submitting meter readings, controlling usage and ordering consumables. • Responsible for instructing new staff in using departmental office equipment • Other duties appropriate to the grade to support the Head of Administration and Finance and Finance Manager in the smooth running of the Nuffield Department of Women’s & Reproductive Health In execution of these roles and responsibilities, the post holder will at all times: • Comply with University and local rules concerning purchasing and financial procedure. • Abide by local and University rules and codes of practice concerning Health and Safety. • Work with discretion and confidentiality when dealing with personal data or information.
