Biology is already a large and internationally prominent department, with world-class research activity involving a very significant network of national and international collaborations. The department has an annual turnover of some £27m, with over 450 undergraduate students, over 225 postgraduate students and approximately 450 academic and professional services staff. Along with the Department of Chemistry, Biology is co-host for the INEOS Oxford Institute (IOI) for Antimicrobial Research. The IOI is undertaking urgent cutting-edge research into antimicrobial resistance (AMR), one of the greatest international health threats of our time. Other large-scale initiatives are in the pipeline, including a collaborative partnership with a corporate funder to establish an Oxford Hub for Global Sustainability. This would offer opportunities to mobilise research into the biodiversity-climate crisis, and drive this into corporate and wider public practice globally, with the associated opportunities for innovation and commercialisation. Another recent success (in partnership with the School of Geography & the Environment) is the establishment of a Leverhulme Centre. The latter is likely to attract additional funding. In September 2024, a new Head of Department will start in post and, in 2025, the department, along with the department of Experimental Psychology, will move into the new Life and Mind Building (LaMB). The LaMB is the largest building project the University has ever undertaken and will significantly improve the way in which biological and psychological science is undertaken in Oxford, helping scientists to solve major global challenges. The funding and delivery of the building is being undertaken in partnership with Legal & General. With a project cost of around £200m and a gross internal area of 25,000m2, the building will be home to 800 students and 1,200 researchers. Biology currently occupies different buildings in the city centre which will add an additional layer of complexity to the move. The role of Head of Administration and Finance in Biology is an exciting and demanding one, offering the opportunity to help shape a new department whilst ensuring that the existing and diverse academic strengths in Plant Sciences and Zoology continue to flourish. You will play a crucial role in supporting the new Head of Department and colleagues in the management of the department, and will act as the department’s professional services lead, taking responsibility for supporting the formulation and implementation of departmental strategy and the delivery of outstanding professional services support for academic staff, researchers and students. The Head of Administration and Finance also provides experienced, supportive and visible leadership and line management to the professional services teams in Biology. The team is made up of the functional leads for Finance, Grants, HR, Buildings Management, Facilities, Research Facilitation, IT, Student Administration, Teaching Labs, Health & Safety and Communications & Engagement. Through these teams you will have oversight of the effective and efficient day-to-day operational management of the department in delivering its academic mission, with overall responsibility for around 90 staff and up to 10 direct reports. Significant experience of people, financial and risk management will be essential. You will need to bring a collaborative, proactive and forward-looking approach to the role, underpinned with commitment, energy and visible leadership to help take Biology through this critical next phase. You will work collaboratively with the MPLS Divisional Office and build highly effective working relationships with your peers in collaborator departments and institutions within MPLS and beyond. You will have significant management experience in an academic, or closely related, environment and a proven ability to manage risks and respond positively to new challenges. A key part of your remit will be the development of visible and effective partnerships working across the department, as exemplified by the way you and the new HoD will be working together, as well as the creation of a ‘one team’ approach across the professional services team. You will ensure that there is full alignment, subject to resource constraints, between the management of the department’s operations and the academic priorities for research and teaching. Together with the new Head of Department and the academic senior management team, you will be proactive and innovative in contributing to the development of future strategic, financial, and business plans and the acquisition of funding for the Department. You will act as a powerful advocate for Biology at all levels – within the Department, across MPLS and the wider University, and externally. Research in Biology has important crossovers with biomedical sciences, the physical sciences, social sciences, and the humanities. It is likely that more institutes or centres will be created in future, requiring a substantial element of cross-departmental, cross-divisional, and/or cross-university collaboration, including with their administration. The Head of Administration and Finance will be involved at an early stage of any proposals for the development for such initiatives and will be responsible for ensuring that the requirements for professional support and departmental oversight have been effectively planned for, costed and implemented. This will include an assessment of the benefits and risks involved in shared administration and clarity around responsibilities and accountabilities. The same principles will apply where activity takes place overseas either with collaborator institutions or sub-contracts in-country. The Head of Administration and Finance will put frameworks in place for costing an appropriate level project management support for the activity, highlighting potential risks and proposing mitigations and seek additional professional advice where required to ensure that the department can meet its obligations when reporting to funders, and any in-country legal/regulatory requirements. You will be expected to contribute more widely to the MPLS Division and the University both as an active member of the Divisional Registrar’s senior team and as a senior member of the wider Professional Services across the University. Some of the immediate challenges facing the new HAF will include: • • • • • Supporting the new HOD as he settles into his first year in post and effecting cultural change. Supporting and overseeing the department’s move to the LaMB and co-location with Experimental Psychology during 2025, ensuring this landmark project is viewed widely as a success both for end-users as more broadly as a key deliverable of the University’s Estates Strategy. Finalising the arrangements for shared FM and IT services within the LaMB and enabling any remaining LaMB-related activities. Guiding and supporting the oversight of any ‘satellite’ units and the provision of support from Biology professional services for these units where required. Maintaining the strong trajectory for the delivery of the department’s five-year plan, ensuring future financial sustainability for the department as a part of the wider MPLS fiveyear plan commitments. Responsibilities Strategy, Policy and Planning Support • • • • • • • • • Define and deliver the support required to enable world leading academic performance and be aware of the connectivity and dependencies of established and emerging University and external policies and legislation. Develop and maintain a good understanding of the issues for major funding bodies of research in the biological sciences. Provide proactive advice to the Head of Department and senior management team to develop and shape departmental strategy and ensure that the organisational strategy equips the department for future challenges. Act as a trusted advisor to the Head of Department and to other senior members of the department. Build strong and trusted relationships with the department’s faculty members. Working closely with the Head of Department and other senior academic colleagues, provide advice to ensure that departmental governance is effective in articulating and taking ownership of the strategic objectives of the department, overseeing departmental activities, and communicating with academics and other stakeholders. Bring forward proposals for responding to change (internal or external to the University) and managing risk. Horizon-scan for policy developments in the HE sector and University, and their likely impact on the department, and influence the strategic and operational direction of the department accordingly. Provide advice to the Head of Department and the other senior officers of potential operational and strategic problems, offer sound solutions and implement the resultant decisions. Support and enable the delivery of the department’s strategic plan by advising on approval routes, drafting strategy documents, business cases and policy documents as required. Keep the new governance structure for Biology under review to ensure that decision making committees are effectively serviced and that the structure as a whole is proving effective in respect of information flows, decision-making, and transparency. Coordinate oversight of/reporting on benefits realisation from the move to the LaMB, and the impact on departmental planning and operations, in due course. Operational Leadership • • • Lead and manage an effective and efficient organisational environment to support the delivery of the world class research and teaching of the department, ensuring that there is effective coordination and communication with services provided by both the Division and the central University functions. Act as the single point of decision-making and authority for all professional services in the department. Build and sustain an open ‘one team’ culture in the professional services with collaboration, cooperation, effective communication, and staff wellbeing at its heart. • • • • • Lead on the formation of departmental policy and its implementation, writing complex policy papers and presenting these to major decision-making bodies as required. Work collaboratively with peers in other departments (either in shared space or as co-hosts of institutes/centres) to ensure that support is seamless for end-users and of a consistently high quality irrespective of the department which is providing it. Plan strategically for the development and maintenance of effective information and management systems throughout the department, be aware of the opportunities presented by new technologies, and promote efficient internal communication. Finance and research • • • • • • • Be responsible for the provision of high-quality financial management that enables the department’s operations to run smoothly and ensures the provision of useful and timely management information to decision making bodies and Principal Investigators. This includes the preparation of budgets and forecasts for the Head of Department, decision-making committees, and budget holders, ensuring that procurement processes are conducted in line with University procedures; and that the end-to-end research grant/contract process is effectively managed within the department and meets funder terms and conditions. Oversee the preparation and implementation of detailed financial and business plans. Actively manage all business planning processes including the development of systems to generate rolling forecasts for income and expenditure to underpin annual budget exercises, to meet annual budget targets, and to inform decision-making by the Head of Department and relevant departmental committees. Develop long-term business plans for funding research in support of the department’s research strategy, oversee the identification of appropriate funding opportunities from all relevant sources, and support the preparation of funding proposals, to ensure that funding applications have the highest possible chances of success and are costed and reviewed with a view to improving financial sustainability across the portfolio. This includes ensuring that the costs of local research facilities are well understood and managed to maximise cost recovery. Proactively identify ways to develop and strengthen relations with potential research funders and collaborators. Take a leading role in the identification of funding opportunities, submitting proposals and business cases for development as required. Conduct statistical analysis and provide data and reports as required on the department’s financial flows, making recommendations and advising on implementation of resources as appropriate. Be responsible to the Head of Department for the design and operation of the departmental financial model including analysis of trends and projections of research activity. Human Resources • Line-manage the heads of the operational teams, with overall responsibility for the performance of those teams, providing visible leadership for professional development and • • • • • continuous improvement. Ensure that goals, direction and objectives for teams are clearly identified, managing delivery and developing a strong team-working ethos. Working with the Divisional HRBP team, take a lead role on the management of complex staff conduct, performance, and disciplinary issues. Provide visible leadership and guidance on people-related strategy, employee matters, and equality and diversity. Maintain a good understanding of University policy and procedure in this area, the impact of new legislation (e.g. in areas such as immigration), and best practice. Maintain a working knowledge of employment law. Actively champion the department’s range of EDI initiatives and oversee the provision of joined-up professional support across these, including maintenance of the department’s Athena SWAN status. Liaise closely with the Divisional Office on academic appointments and with University HR and the Occupational Health Service for advice and guidance in management of complex issues. Provide advice to the Head of Department and other senior colleagues on HR issues. Facilities Management • • • • • • • • Be responsible for the provision of efficient and effective laboratory and facilities support services to meet the needs of building users. Ensure that departmental procedures conform to relevant health and safety legislation together with Divisional and University regulations, policies and procedures. Provide a safe physical working environment for staff on site ensuring that the University’s health and safety policies are followed and that appropriate risk assessments are undertaken. Oversee the provision of a high-quality IT infrastructure (the latter is likely to be a shared responsibility with EP in the LaMB). Work strategically, collaboratively, and effectively with the relevant teams in Estates, the LaMB Project Board and Senior User Group to represent the interests of Biology’s academic, research, teaching and support staff who will occupy and use the new building in 2024. Ensure that continuity of the research and teaching enterprise is maintained during the move to the LaMB. Maintain accountability for all estate and buildings matters including planning the optimal use of space to include alterations, new build, and refurbishments. Oversee the development of the long-term strategy for facilities management through to operational procedures, working closely with other department(s) co-located in the building as required. The Department established from August 2022 as a result of a merger between the Departments of Zoology and Plant Sciences and is preparing to move into the new state-of-the-art Life and Mind Building in 2025. The Department of Biology is recognised internationally for its research in a wide range of fields spanning all levels from molecules to ecosystems and tackling global challenges through fundamental bioscience research. Over time, the research interests of the Department has been focused on five primary themes: Behaviour & Biomechanics; Ecology & Conservation; Evolutionary Biology; Microbiology & Infectious Disease; and Molecular Plant Biology. Research is conducted in all spheres from laboratory and in silico analysis to theoretical and field-based research. At all times we seek to reinforce the connections between research and our education offering, at both graduate and undergraduate level. The Department teaches a four-year undergraduate degree MBiol course in Biology, with fourth-year students undertaking a Masters-level research project.
