This is an exciting opportunity to join the senior leadership team of the Oxford Internet Institute (OII) at the University of Oxford. The OII is a multidisciplinary research and teaching department dedicated to the social science of the Internet. 

 

The OII is seeking to trial a new job-sharing approach for the key departmental role of Head of Administration and Finance (‘HAF’). The existing postholder will reduce their hours to 0.6 FTE and will share the role equally with a new postholder. This opportunity is offered as a fixed-term role for nine months to trial this arrangement. Applications for secondment (internally and externally) are also welcome. If the arrangement is a success, there may be the opportunity for a contract extension or permanent position.

 

The HAF is central to the management and leadership of the Institute, with both strategic and operational responsibilities. Working closely with the Director and other senior academic colleagues, the joint HAFs will play a key role in the Institute’s strategic planning. Jointly leading the team of administrative staff (currently 27 FTE), together you will oversee the administration and finance for professional services including finance, HR, research support, student and teaching support, facilities, IT, safety, and communications. 

 

We’re looking for someone with proven management, leadership and teamwork skills, with substantial experience of financial management, planning, and HR management for a diverse workforce. An effective communicator, you will manage high quality support services for academic staff, researchers, and students. You will be able to think creatively, and have the analytical skills and judgement to make important decisions in a complex environment. Experience of working in a higher education or related environment is an advantage.

This is a new arrangement, and specific ways of working will be worked out between the Director of the OII, the new appointee and the existing postholder. The arrangement which has provisionally been envisaged is as follows:  Working pattern to be 0.6FTE, working Wednesdays to Fridays each week. The other postholder would cover Mondays to Wednesdays, allowing a day’s overlap each week for handover and collaboration between both postholders.  Overall accountability for professional services and management of day-to-day OII operations will be wholly shared, and the duties and selection criteria in this job description will be the same for both postholders.  The intention is that each postholder will be able to cover the role fully during their working days. However, they might agree to divide some project work or specific tasks between them where this make sense.  Professional line management responsibility for members of the HAFs’ professional services team will need to be agreed between the two postholders. The opportunity would suit someone who is interested in a HAF or general management role on a parttime basis. A professional background in one or more of the HAF’s core areas of responsibility (see below) will be desirable but prior experience of general management roles is not a strict requirement. The role This is an outstanding opportunity to join the senior management of the Oxford Internet Institute. The Oxford Internet Institute is a multidisciplinary research and teaching department of the University of Oxford, dedicated to the social science of the Internet. The post of Head of Administration and Finance is central to the effective management and leadership of the Oxford Internet Institute as well as to its efficient administration. You will have both strategic and operational responsibilities. Working closely with the OII’s Director and the Senior Executive Team, you will play a key role in the OII’s strategic planning. Leading the team of administrative staff (currently 27 FTE with 5 direct line reports) you will oversee the department’s administrative procedures and systems within university and divisional frameworks. The Head of Administration and Finance is responsible for the OII’s financial and budgetary management; human resources management; premises, resources and facilities; security, health and safety; support for academic staff, research administration and general administration. The post requires strong financial and management skills; excellent interpersonal, networking, leadership and written communication skills; organisational skills; a high level of IT competence, together with the capacity to work under pressure and think strategically as well as operationally. Responsibilities To oversee the effective and efficient day to day non-academic management and administration of the Oxford Internet Institute and to assist the Director in the development of future strategic and business plans including the acquisition of funding for the department. Also, to advise the Director of potential operational and strategic problems, offer sound solutions and implement the resultant decisions. 1. You will provide proactive strategic advice to the Director, playing a leading role in setting the financial and administrative strategy for the OII, contributing to the development of the OII’s academic and research strategy, and implementing management decisions in support of the further development of the OII’s work. You will oversee the production of timely management information to support departmental planning and decision making and will take a lead in the effective implementation of decisions. You will sit on all Departmental Committees, including Steering Board, Advisory Board, Research and Teaching committees. 2. You will play a key role in supporting departmental initiatives, which will include negotiation and collaboration with other departments and institutes across the University and with external stakeholders and partners. 2 3. You will lead an administration comprising teams providing services in research facilitation, IT infrastructure and support, external affairs, governance & resources (finance, HR, facilities and executive support) and graduate studies support. You will ensure that a high quality of service is delivered. This will include:  ensuring the continuous improvement of the OII’s administrative systems and procedures within university and divisional frameworks, in the context of a developing department;  ensuring that team and individual goals are aligned with the OII’s priorities, and that an effective level of service delivery is maintained across the team’s activities;  providing training and guidance to members of the team as required, working with them to devise and implement personal professional development plans and overseeing performance and workload management. 4. Supported by the HR Officer, you will oversee all HR matters in the OII, including:  ensuring an effective PDR process is in place to support the career development of all staff (across academic, research and administrative roles), providing advice and a strong steer to line managers on sustaining good line management relationships, and intervening where appropriate to resolve emerging issues;  developing and maintaining a sound understanding of the University’s personnel policies and the legislation that underpins these;  ensuring that robust operational frameworks and procedures are in place across all staff groups within the OII (including academic, research and support staff) in relation to recruitment, induction and appraisal and in compliance with relevant regulations and employment legislation (e.g. EJRA policies, Right to Work and visa procedures, Data Protection policies);  supporting the process of academic and other recruitment by drafting business cases as required, advising selection committees on employment legislation and university policies relating to the appointment of academic staff, including work permits and visa regulations; and sitting on appointment panels where appropriate (and certainly for all support staff);  providing advice to the Director on personnel matters;  liaising closely with the divisional HR Business Partner team. 5. Supported by the Finance Officer, you will oversee the planning and management of the finances of the OII in compliance with University financial regulations and divisional procedures, including through:  overall responsibility for the OII’s finances, ensuring compliance with Financial Regulations, and meeting deadlines for budgeting, forecasting and financial year-end;  overseeing the preparation of the annual budget and financial reporting to the Steering Board and to the Division, playing an active role in setting the financial objectives of the OII, including financial modelling and forecasting, the projection of staffing costs, and presenting budgets and operational business plans to departmental and divisional committees and divisional Boards, with supporting narratives;  authorising payment of invoices and expenses; 3  overseeing the administration of research grant income from first application through to closure of the award, including the liaison with Principal Investigators and funding bodies to ensure proper monitoring and reporting, and maximisation of cost recovery;  maintaining an overview of and ensuring the effective administration of the OII’s trust fund including the provision of financial statements, advice to the Chair and Steering Board on the use of trust funds; and compliance with the requirements of the University’s Trust Management Board. 6. You will have overall responsibility for the research administration, supported by the Research Facilitation team, within the OII. 7. Supported by the IT lead and team, you will be responsible for ensuring the provision of a robust IT infrastructure and service support, including the OII’s website. 8. You will take overall responsibility for the academic administration of the OII. Supported by the graduate studies lead and team, this includes support for the development of academic policy and strategy, primarily through the OII’s Graduate Studies Committee; administration of admission to the OII’s graduate degree courses; setting of course fees; management of student numbers; management of quality assurance, examinations and assessment; compliance with University and Social Sciences Division policies, and the development of systems and procedures to underpin a high level of service to students and academic staff. 9. Supported by the Graduate Studies Manager, you will be responsible for ensuring the OII’s Equality, Diversity and Inclusion goals and policies are met, including oversight of the OII Athena Swan Action Plan and allocation of internal resources to support this. 10. You will oversee the OII’s communications, supported by the communications lead, in order to enhance its profile and to develop and maintain strong ties with alumni and prospective donors and will play an active role in seeking new income generation opportunities through fundraising, outreach and development activities. 11. You will be responsible for the overall management of the OII’s space and facilities, supported by the Facilities Officer. This includes managing the challenges of a multisite physical footprint and will require close liaison with Estates Services. You will manage space allocation for the OII’s staff within the constraints of the OII’s current sites and will liaise with the Social Sciences divisional office in matters relating to capital and space planning. The OII is expected to relocate to new premises from the 2025/26 academic year and you will take a lead role in preparing the department for this exciting move including liaising with the University staff and committees overseeing the project. 12. Supported by the Divisional Health & Safety Officer and the departmental facilities lead, you will act as the Department Safety Officer and ensure that the Director has the required framework in place to enable him/her to meet their responsibilities for health and safety within the department. 13. You will take the lead role in managing governance arrangements within the OII, including through:  overseeing the servicing of the Advisory Board, Steering Board and other Institute committees, ensuring that consultation on key university, divisional and departmental policy and procedural matters are brought to the attention of the relevant committees and meetings, and that actions and decisions are communicated and implemented effectively; 4  drafting standing orders for committees and updating existing orders ensuring that the membership of various committees and boards of management is up-to-date and meets regulations;  ensuring the proper nomination and appointment of departmental academic officers, including the OII’s Director and the Directors of Research and Graduate Studies and advising on their roles. 14. You will regularly represent the OII and Social Sciences Division as required at divisional and university committees and working groups and undertake any other duties commensurate with the grade of the post, as directed by the Director or Divisional Registrar. Selection criteria Essential 1. An honours degree or equivalent experience, evidencing of strong intellectual and analytical skills; 2. Proven management and administrative skills, with substantial experience of financial management, business planning and project management; 3. The ability to handle and prioritise a complex portfolio in a challenging environment, and to work across both strategic projects and operational management tasks; 4. Excellent interpersonal skills and judgement with an understanding of highly sensitive areas involving integration of staff and managing change, and the ability to gain the confidence of a wide range of people within and beyond the University, including academic staff, senior University officers, and all grades of administrative and support staff; 5. Demonstrable commitment to working constructively with academics and researchers to achieve the OII’s teaching and research priorities; 6. Experience of providing strategic and operational advice on planning and resource allocation, including the presentation and interpretation of complex financial data; 7. The OII is a multidisciplinary research and teaching department dedicated to the social science of the Internet. The OII is seeking to trial a new job-sharing approach for the key departmental role of Head of Administration and Finance (‘HAF’). The existing postholder will reduce their hours to 0.6 FTE and will share the role equally with a new postholder. If the arrangement is a success, there may be the opportunity for a contract extension or permanent position. The HAF is central to the management and leadership of the Institute, with both strategic and operational responsibilities. Working closely with the Director and other senior academic colleagues, the joint HAFs will play a key role in the Institute’s strategic planning. Jointly leading the team of administrative staff (currently 27 FTE), together you will oversee the administration and finance for professional services including finance, HR, research support, student and teaching support, facilities, IT, safety, and communications. We’re looking for someone with proven management, leadership and teamwork skills, with substantial experience of financial management, planning, and HR management for a diverse workforce. An effective communicator, you will manage high quality support services for academic staff, researchers, and students. You will be able to think creatively, and have the analytical skills and judgement to make important decisions in a complex environment.
