Reuben College is Oxford University’s newest, graduate-only College.  Established in 2019 with a £71m endowment from the Reuben Foundation it incorporates the best of Oxford’s traditions in a 21st century environment.

 

The Head of Finance is a critical role within the College. We are seeking an experienced accountant with a creative, problem-solving approach. You will demonstrate a strong commitment to building efficient processes that can accommodate the College's growth in size and journey to independence over the coming years. With significant experience of developing robust long-term financial plans, you will play a pivotal role in shaping the College's strategic direction. As a committed and experienced line manager, you will focus on enabling and empowering team members to achieve their full potential. You will be adept at managing competing demands, able to see the bigger picture, and proactive in identifying novel solutions.

 

This is a full-time (.80 FTE considered), permanent position based at Reuben College, on-site working required for the majority of hours.

Currently part of the University, the College has an aspiration to become independent within the next 3-5 years. The College employs around 35 staff, across a wide range of roles, who work as a close-knit and committed team. As Head of Finance you will combine a high level of technical accounting knowledge with a pragmatic, creative problem-solving approach. You will have a strong commitment to building efficient processes that can accommodate the College’s growth in size and journey to independence over the coming years. Responsibilities Financial strategy • • • Lead the development of the College’s financial strategy. Create a flexible, multi-year financial projection, reflecting the College’s academic and operational goals. Carry out scenario analysis to support the College’s leadership in exploring new strategic opportunities or initiatives. Lead the provision of high-quality management information and financial advice to the College’s Senior Management Team and Governing Body, to support data-led decision-making. Lead the College’s financial preparations for its planned independence, building effective working relationships with staff in the University Finance Division and in similar independent colleges. Financial controls • Identify, develop, monitor and communicate effective and resilient financial processes and controls, ensuring ongoing compliance with University requirements and other external terms and conditions. Champion the importance of robust budget management and achieving value for money. • Ensure the effective operation of purchase-to-pay, accounts receivable, and all financial control processes, maintaining compliance with University regulations and operational efficiency. Ensure full compliance with VAT and other tax legislation. • Ensure financial controls are adaptable to the growing independence and complexity of the College’s financial structure, implementing enhanced oversight where necessary. Conduct in-depth financial risk analysis, supporting the College in identifying and mitigating financial risks. Lead the development and maintenance of a robust internal control environment, ensuring the College’s financial systems are secure, compliant, and fit for purpose. • • Financial reporting and management information • • • • • • Take full responsibility for the annual budget cycle, ensuring the full engagement of budget holders and aligning budgets with long-term College priorities. Develop and oversee the month-end, quarter-end and year-end reporting processes, ensuring the College’s financial position against budget is effectively monitored and any actions identified and implemented. Take full responsibility for the production of the College’s annual accounts, ensuring compliance with relevant accounting standards, including Charities SORP and FRS 102. Act as the primary liaison with external auditors and regulatory authorities, ensuring the College’s compliance with relevant regulations and standards. Oversee financial reporting for the College’s donations, ensuring all income is correctly allocated, in line with University policies. Prepare financial reports for Fellows, the Graduate Common Room Executive, College Boat Club and other bodies. Team Leadership and Development • • • • Provide excellent leadership to the College’s finance team, setting clear objectives and supporting ongoing professional development. Create an environment where all team members feel valued and empowered to contribute, ensuring that everyone works cohesively towards shared objectives. Promote a culture of continuous improvement, where all staff are encouraged to actively identify ways of enhancing team performance. Be an exemplar of supportive, cross-team working across the College, developing a deep understanding of its operations and the interfaces with the Finance team. Act at all times as an ambassador for the College in interactions with outside bodies, including the central University and other Oxford colleges. October 2024 2 Commercial • • • • Review the monthly reports from the College’s catering provider and other contractors, ensuring that the cost and income drivers are fully understood. Using this information to develop practical strategies for improving value for money and reducing the net cost to the College. Work closely with the Events team, ensuring that robust and efficient systems are in place to provide management information on the profitability of the College’s range of external events. Provide advice on pricing strategies which deliver the maximum financial benefit to the College. Review current and future contracts, leading and supporting negotiations as required, to minimise financial and other risk and maximise value for money. Produce robust analysis and business plans for future College investments or partnership deals, ensuring compliance with tax and other legislative requirements. Selection Criteria Essential Selection Criteria • • • • • • • • CCAB-level accountancy qualification (i.e. ACA, ACCA, CIMA, CPFA). Proven leadership in managing year-end financial processes, including statutory reporting and the production of accounts under Charities SORP and FRS 102. Deep understanding of VAT and other tax requirements. Comfortable working in a new and growing organisation, where policies, strategies and structures are still evolving and may be subject to material change. Demonstrable ability to develop and apply strong financial planning and analysis and to oversee effective financial controls, policies, monitoring and reporting. Proven track record of successfully leading and developing financial strategy. Excellent interpersonal communication skills, both written and oral, able to explain complex information clearly to a range of audiences. Have experience of building strong and trusted relationships with a wide range of stakeholders. Able to act with discretion and sensitivity.
