The role The Finance Manager is a key post in the administrative management of the portfolio of grants led by Professor Lucie Cluver, supporting the Principal Investigator (PI) with resource planning, forecasting and budgeting. As Finance Manager you will be working closely with Senior Programme Managers and Project Managers to deliver a multicountry, multi-partner programme of activities. You will report to the Senior Programme Manager, and work closely with the PI, departmental Finance Team. You will spend a considerable amount of your time working independently within the core team where to give sound advice on a range of financial issues you will need to develop a broad understanding of the terms and conditions of the portfolio’s funding streams. You will also develop and maintain effective working relationships with a large range of finance teams in the partner organisations. With the Senior Finance Officer (based at the University of Cape Town), you will manage the project budgets through effective and efficient monitoring and control, ensuring compliance with all relevant funder, partner organisations and financial regulations. You will oversee the financial activity of several programs via the Senior Programme Managers to enable you to report on all financial and budget activities to the Project leads and to the funder. As a skilled finance professional, you will have significant experience working in financial roles, with demonstrable skills across financial planning. You will support the PI through quarterly forecasting, annual budgeting plus reporting, and longer-term financial planning. Responsibilities • • • • • • • • • • Ensure appropriate and robust financial procedures, controls and accounting structures are maintained and communicated appropriately; that they are compliant with university, funder, and partner organisations’ regulations to cover the costs of the project and ensure efficient and successful running of the planned activities. Produce and maintain accurate budgeting for a large and complex portfolio of research grants. This includes reporting to Investigators about available budget for staff members and other research activities. Liaise with the PI, Senior Programme Manager and operations team to ensure effective management of research funds and grant expenditure. Creation of costings for externally funded research and future funding proposals using the University’s costing, pricing, and approval tool (X5). Financial oversight of Oxford Research South Africa (ORSA), a fieldwork subsidiary company, including planning advances from grants, approval of the projection budget, and compliance with funder’s terms and conditions. Act as the key contact for all finance-related matters for all internal and external contributors at all levels. Monthly monitoring of performance against approved budget, timeframes and agreed deliverables, and, together with other administrative management colleagues, analysing and investigating variances to advise the PI and operations team, providing explanations for variances. Produce a financial overview report for presentation at review meetings and prepare a full annual report for funders. Approve and post journals, P2P, expenses and credit cards. Selection criteria Essential selection criteria • • • • • • • • Knowledge, intellectual capacity, reasoning and analytical skills evidenced by a degree or by equivalent experience in a similar role. Hold a recognised accountancy qualification such as ACA, CIMA, ACCA or CIPFA or substantial experience of financial administration. Advanced numeracy skills coupled with demonstrated ability in financial management and analysis. Experience in a large, complex accounting environment with demonstrable technical accounting and budgeting skills. Strong IT skills, in particular familiarity with using an accounting system to extract data and ability to use Microsoft Excel to analyse and manipulate data. Enthusiasm for adapting to new IT systems or policies/procedures and supporting their wider adoption. Ability to understand complex regulations and translate them into day to day working practices. Department of Social Policy and Intervention The Department of Social Policy and Intervention is a multidisciplinary, social science centre of excellence for research and teaching in comparative social policy and evidence-based social intervention and policy evaluation. You will oversee the financial activity of several programs via the Senior Programme Managers to enable you to report on all financial and budget activities to the Project leads and to the funder.  

 

As a skilled finance professional, you will have significant experience working in financial roles, with demonstrable skills across financial planning. You will support the PI through quarterly forecasting, annual budgeting plus reporting, and longer-term financial planning.

 

The role is based in Oxford, and you will work closely with the teams in Oxford as well as with a range of international colleagues. You will be part of an international research team with wide policy and programming impact.
