Programme Manager for Minerva Global Security Programme

Applications for this vacancy closed on 9 October 2023 at 12:00PM
**About the Blavatnik School of Government**

Our vision is of a world better led, a world better served and a world better
governed. We are a global school committed to improving the quality of
government and public policymaking worldwide, through three routes:
**teaching** **current and future leaders** ; **generating** **research with
impact** ; and **engaging** **with governments and practitioners**.

**What we offer**

The School is a collaborative, friendly, and dynamic department based in an
award-winning building in Oxford. We host regular events and talks with well-
known guest speakers – all of which are open to staff. On the social side, we
have regular coffee/cake mornings for staff, a family-friendly Halloween
event, and Christmas and summer parties.

As an employer, we genuinely care about our employees’ wellbeing and this is
reflected in the range of benefits that we offer including:

* An excellent contributory pension scheme

* 38 days’ annual leave

* Family leave schemes and a comprehensive range of childcare services

* Cycle loan scheme and discounted bus travel and Season Ticket travel loans

* Membership to a variety of social and sports clubs

* Opportunities for remote working.

More information about working at the School can be found on our jobs page.

**About the role**

We are looking for a highly skilled and experienced Programme Manager to play
a key role at the heart of the Global Security Programme: Contested Cross-
border Spaces, Illicit Flows, and Order in the Contemporary World, funded by
the Minerva Research Initiative and led by Academic Director, Dr Annette
Idler.

This appointment offers a unique opportunity to take on significant
operational responsibilities in a new interdisciplinary project team that
studies the dynamic interactions of the political, economic, and social
dimensions of global security: global order, transnational supply chains and
local experiences of instability.

This is a key and senior role in this programme. The Programme Manager has
oversight of the overall programme timelines, appropriate sequencing of
priorities, and ensures project deliverables and outputs are planned and
delivered effectively and on time, in line with financial regulations and
budget requirements, and in close coordination with the collaborating
institutions. The role will be fast paced, technically demanding, and will
entail working with partners in Oxford and around the world.

_Whilst this role is a grade 8 position, we are willing to consider candidates
with potential but less demonstrable experience who are seeking a development
opportunity, for which an initial appointment would be at grade 7 with the
responsibilities adjusted accordingly. This would be discussed with applicants
at interview/ appointment where appropriate._

**About you**

You will have outstanding strategic, operational, and financial skills – and
will be used to managing complex projects. You will have high levels of
accuracy and attention to detail when inputting data and providing
information. High level of numeracy, and confidence dealing with financial
data; a systematic, thorough, and well-organised approach to work with
evidence of the ability to work to deadlines with minimal supervision; a
flexible can-do approach, self-motivation, and resilience with evidence of the
ability to adapt to the changing needs and priorities in the team; and strong
problem solving skills.

You will line manage the Project Officer, will report directly to the Academic
Director and will work closely with other teams within the School.

**Application Process**

You will be required to upload a supporting statement, your CV, and the
details of two referees as part of your online application.

The closing date for applications is **12:00 noon (UK time) on Monday 9
October 2023.**

We anticipate that interviews will be held virtually week commencing 23
October 2023.
