Deputy Director of Purchasing (Estates)

Reporting to the Director of Purchasing, this post will lead the purchasing
team responsible for all categories of estates expenditure.

**About the Role**
This is an exciting new role, bringing together for the first time all estates
spend categories under one team, including energy procurement, hard & soft
facilities management, asset & space management, and major capital projects
(c. £150m per annum).
Working closely with the Estates Services Senior Management Team, the post-
holder will define and deliver an optimised supply base for estates purchases,
ensuring alignment to the overarching University Purchasing Strategy and
Estates Strategy, covering a complex and diverse portfolio of expenditure.
They will be accountable for monitoring the resulting effectiveness of the
supply base to drive continuous improvement over time.
The post-holder will be responsible for overseeing and leading complex
procurements, including novel requirements such as major first generation
outsourcing programmes, and continuously improving team practices on project
procurement and in respect of category and supplier management to achieve a
target supply base which leverages spend to achieve value for money and
appropriately manages risk.

You will be based in central Oxford (Hythe Bridge Street/Tidmarsh Lane) but
you will be able to agree a pattern of regular remote working with your line
manager (typically 2-3 days per week remote).
**About You**
We need someone with the leadership capability to ensure a high quality
procurement service is delivered across a broad range of spend categories.
You will need to have substantial experience of leading complex/high-value
procurements and negotiating associated contracts, and be able to leverage
that experience to lead and coach team members to execute robust procurements
that deliver value for money and appropriately manage risk.
Ideally, your experience will be based in estates-related categories, to
enable you to bring your expertise to bear when developing category
strategies, approaches to supplier management and to enable you to guide the
development of procurement strategies for major one-off procurements.
You will need the capability to build effective stakeholder relationships,
including at a senior level, to ensure the early engagement of the procurement
function and to enable strategies and plans to be influenced in a highly
devolved environment.
